Theory of change: community-led, place-based approaches reduce youth incarceration and generate savings for reinvestment in prevention. Community-led, place-based change. Government and philanthropy contribute resources but communities set the priorities. Long-term patient capital for systems change. Justice reinvestment: shift spending from incarceration to prevention.
